First one empties and contiues with the same file after copying it for rotation as some programs don't use the file name as handle but the inode number and then (at least sometimes) continue logging into the rotated logfile. Second extends the names of the rotated logfiles by the current date. -

So if you want to start a program from /usr/sbin from a script that is started by root's crontab, it must be called with /usr/sbin/$program. $PATH seems not to apply. -
