#TrueCrypt publishes the algorithms and source code, and allows re-distribution, but has just enough restrictions so that it isn't !FreeSoftware. According to http://truecrypt.ch/ the new code will be a fork, and development will be far more open and transparent. I hope the new code will not be encumbered with the same restrictions, so that it can be truly !FreeSoftware.
